Why the Ferguson Grand Jury Investigation Was Unusual

Grand juries almost always indict because prosecutors only have to present their side of the case. As the SCOTUS blog post points out, US Supreme Court precedent does not require prosecutors to present exculpatory evidence to a grand jury. The question, then, is why the Missouri prosecutors handling the Ferguson grand jury decided to present exculpatory evidence. The blog posts points out a number of possibilities.
